ARTICLE I: Name
1.1 The name of the organization
shall be the Catholic Campus Ministry Board of Catholic
Campus Ministry at Clarion University of Pennsylvania,
hereafter referred to as the Campus Ministry Board.
ARTICLE II: Authority
2.1 The importance of Catholic
Campus Ministry is derived from the churchs
mandate to proclaim the Gospel of Jesus Christ, the
mandate of Church Law to provide pastoral care specifically
to college students, the recommendations of the United
States Catholic Conference of Bishops, and the experience
of members of the university community who have benefited
from its service.
2.2 According to Canon Law,
the diocesan bishop is to have serious pastoral
concern for students by erecting a parish for them
or by assigning priests for this purpose on a stable
basis; he is also to provide for Catholic University
centers at universities, even non-Catholic ones, to
give assistance, especially spiritual to young people
(Canon 831). Responding to this mandate of the
Church, the Campus Ministry Board seeks to assist
the Bishop of Erie by ensuring that ministry to Clarion
University takes place in an effective manner.
2.3
Given the importance of this particular ministry within
the life of the Church, the Campus Ministry Board is
to assist in assessing the liturgical, spiritual, intellectual,
and developmental needs of the Catholic members of Clarion
University of Pennsylvania. Furthermore, the Campus
Ministry Board is commissioned to assist the Campus
Minister in developing appropriate and effective programs
and services to meet these needs. The Campus Ministry
Board shall oversee the annual evaluation of the Catholic
Campus Ministry program and the Catholic Campus Minister.
Diocesan officials may also request the assistance of
the Campus Ministry Board in conducting an evaluation
of the Catholic Campus Minister.
2.4 The Campus Ministry Board
is to be a consultative body which assists the Campus
Minister in the development and assessment of relevant
and effective programs. It shall be accountable to
the diocesan Director of Campus Ministry, the diocesan
Vicar of Education, and the Bishop of the Diocese
of Erie.
ARTICLE III: Duties
3.1 It is the mission of Catholic
Campus Ministry at Clarion University to spark and
enrich the faith of all members of the university
community through meaningful liturgical, intellectual,
and social experiences. A primary focus of its efforts
is to provide university students with a multifaceted
experience of adult Catholic life. The diverse atmosphere
of a public university offers both challenges and
opportunities with regard to the formation of Catholics
who will one day be active participants in the life
of society. Toward that end Catholic Campus Ministry
strives to form integrated individuals who appreciate
the lived tradition of the Catholic Church, who seek
theological insight through a commitment to life?long
learning, and who seek to contribute positively to
the moral life of society.
3.2 The Campus Ministry Board
adopts as its own the general goals of Catholic Campus
Ministry as recommended by the United States Conference
of Catholic Bishops:
Forming the faith community
Appropriating the Faith
Forming the Christian Conscience
Education for Justice
Facilitating Personal Development
Developing Leaders for the Future
3.3 Each member of the Campus
Ministry Board shall actively participate in one of
the following standing committees:
Registration
Sacramental Life
Theological Education
Pastoral Care
Development
3.4 The members of the Campus
Ministry Board shall be familiar with the United States
Catholic Conference of Bishops' pastoral letter Empowered
by the Spirit: Campus Ministry Faces the Future as
well as materials from the Catholic Campus Ministry
Association and any other pertinent information related
to campus ministry in a university setting.
3.5 Members of the Campus
Ministry Board are expected to attend at least half
of all scheduled meetings and to inform the President
or Vice-President if they are unable to attend.
ARTICLE IV: Composition
4.1 The Campus Ministry Board
shall be composed of a stable number of people. Including
ex-officio, elected, and appointed members, the number
of members should not be less than fifteen nor exceed
twenty. A stable number of members in this range will
help to ensure that there are enough members of the
board to serve as leaders and members of the various
standing committees and that the work load be evenly
distributed among members.
4.2 Ex-officio members shall
include the Campus Minister, the Campus Ministry Intern(s),
and the Vice-President of the Newman Association.
Since ex-officio members of the board are stake holders
in the mission of Campus Ministry, they are to have
the opportunity to vote in all matters on which the
Campus Ministry Board may vote.
4.3 At least half of the membership
of the Campus Ministry Board is to be composed of
professionals with university affiliation. Additionally,
action will be taken to include as members a representative
cross-section of university students. A realistic
attempt must be made to ensure that the Campus Ministry
Board reflects the diversity of the university community.
4.4 A realistic attempt will
be made to include one member of Immaculate Conception
Pastoral Council as a member of the Campus Ministry
Board. The Campus Ministry Board shall make a clear
attempt to foster a cooperative relationship between
Catholic Campus Ministry and Immaculate Conception
Church.
4.5 With the exception of
ecumenical/interfaith appointments, members of the
Campus Ministry Board shall be practicing Catholics.
ARTICLE V: Membership and Appointments
5.1 Nominations for membership
shall be secured by the first meeting of the Spring
semester. With input from the Campus Ministry Board,
the Vice-President shall generate a list of potential
candidates for membership on the Campus Ministry Board.
The President or Campus Minister shall approach a
potential nominee to inquire as to his or her willingness
to serve. If the board supports this person's nomination,
and he or she is interested, this person becomes a
nominee.
5.2 The elected officers shall
conduct the election of members at a Campus Ministry
Board Meeting. Voting shall take place at the second
(last) meeting of the Spring semester.
5.3 Professional members with
university affiliation who are elected to the Campus
Ministry Board shall serve a term of three years.
Student members who are elected to the Campus Ministry
Board shall serve a term of one year. Upon the completion
of their term, members may be re-nominated and re-elected.
5.4 The President and the Campus Minister shall each
have the right to appoint one member of the Campus
Ministry Board each year. The purpose of this appointment
is to either introduce an interested person to the
work of Catholic Campus Ministry or to enlist the
services of an individual who can contribute directly
to the mission of Campus Ministry.
5.5 Appointed members of the
Campus Ministry Board shall serve a term of one year.
5.6 Membership expires at
the end of a person's term, through resignation, or
through lack of attendance at the majority of either
Campus Ministry Board or Standing Committee meetings.
5.7 The Executive Committee
may appoint an ecumenical/interfaith representative
to the Ministry Board for a term of one year. This
appointment is to be separate from the single appointments
of the President and Campus Minister.
ARTICLE VI: Officers
6.1 Officers of the Campus
Ministry Board shall include the President, Vice-President,
and Secretary. These officers are to be professional
members with university affiliation.
6.2 The President is responsible
for convening the Executive Committee in order to
set the agenda for upcoming meetings or when a matter
must be discussed and the Campus Ministry Board cannot
be convened. The President is responsible for convening
the Campus Ministry Board and ensuring that the agenda
is followed in an effective and timely manner. The
President oversees the completion of the year end
report to the Director of Campus Ministry of the Diocese
of Erie. The President sets meeting dates, times,
and locations in such a way that a maximum number
of members may attend.
6.3 The Vice-President fulfills
the role of the President if the President is unable
to do so. Additionally, the Vice-President shall coordinate
the nomination of potential members of the Campus
Ministry Board.
6.4 The Secretary records
the proceedings of each meeting of the Campus Ministry
Board and distributes a report of these proceedings
to members of the Campus Ministry Board prior to its
next meeting.
6.5 Officers are elected through
a process of nomination and election by simple majority
or acclamation if there is only one nominee. They
serve a term of one year which begins with the first
meeting of the Fall semester. They may only serve
for two consecutive terms. After they have served
two consecutive terms, officers may be re-elected
to the same office after a one year interval. The
nomination and election of officers takes place at
the same time as the nomination and election of members.
ARTICLE VII: Committees
7.1 Executive Committee. This committee shall be composed
of the elected President, Vice-President, and Secretary
of the Campus Ministry Board and the Campus Minister.
7.2 Registration. This committee
shall be responsible for seeking the most effective
means of identifying and registering Catholic members
of the Clarion University community, maintaining current
files and archives, and developing a list of past
participants in Campus Ministry.
7.3 Sacramental Life. The
members of this committee shall be responsible for
developing the liturgical and sacramental life of
the Catholic Community at Clarion University. They
shall oversee liturgical music and communication of
sacramental and liturgical opportunities and offer
input into the effective preaching of the Gospel to
the university community.
7.4 Theological Education.
This committee shall ensure that the members of the
university have access to the theological tradition
of the Catholic Church. Special attention shall be
paid to developing the ability of Catholics to reflect
critically on academic, moral, and cultural issues
in light of the Christian faith. This committee shall
perform its work primarily in conjunction with the
Newman Association.
7.5 Pastoral Care. In addition
to the opportunities for spiritual direction and pastoral
counseling offered by the Campus Minister, the members
of this committee shall work toward developing meaningful
opportunities for the social, psychological, and spiritual
development of members of the university community.
7.6 Development. This committee
shall advise the Campus Minister with regard to the
solicitation of donations, communication of significant
projects to friends of Campus Ministry, investment
of funds, and the financing of long-term projects.
Additionally, the committee shall assist the Campus
Minister in reporting the financial status of Campus
Ministry to the Diocesan Finance Office on a yearly
basis.
7.7 Each standing committee
mentioned in Article 3.3 shall nominate and elect
a chair at their first meeting. This individual shall
coordinate the efforts of the group and be the chief
line of communication to the Campus Ministry Board.
These standing committees may include non-board members
as appropriate.
7.8 A temporary committee
may be appointed for a given period of time if deemed
necessary by the Executive Committee. Any such committee
shall be dissolved by a simple majority when it has
outlived its designated purpose.
ARTICLE VIII: Meetings
8.1 The Campus Ministry Board
shall meet five times per year. Two meetings shall
take place during each academic semester and one during
the summer.
8.2 The format of the Campus
Ministry Board meeting shall include the following
components in their proper order: Opening prayer,
approval of minutes, committee reports, new business,
open forum, and closing prayer.
8.3 Committee reports shall be distributed in printed
form and mailed to members in advance with the agenda.
An oral report by the committee chair will be necessary
only for the purposes of clarification.
8.4 Each member of the Campus
Ministry Board should see the work of each committee
as important and necessary. Active interest and discussion
of each committee's work is necessary for the effectiveness
of the Campus Ministry program and the Campus Minister.
8.5 With the exception of
additions or amendments to the Constitution, all matters
requiring a vote by members shall require a simple
majority of members in attendance to pass.
8.6 Standing committees shall
meet as often as necessary.
ARTICLE IX: Assessment and
Reporting
9.1 The annual evaluation
of the Campus Ministry program shall include an assessment
of services provided and future needs. This evaluation
shall be formally conducted at the summer meeting
of the Campus Ministry Board. Student input shall
be solicited before the end of the Spring term. A
final report, consisting of the Campus Minister's
report and the Campus Ministry Board's report, shall
be submitted to the Diocesan Director of Campus Ministry.
9.2 The annual evaluation
of the Campus Minister shall likewise be completed
at the summer meeting of the Campus Ministry Board.
9.3 The yearly budget shall
be developed by the Campus Minister and the Development
Committee and presented to the Campus Ministry Board.
A final report shall be submitted to the Diocesan
Director of Finance.
9.4 The Campus Minister shall
distribute a financial report to each member
of the Campus Ministry Board prior to every meeting.
This report is to include the activity of each Campus
Ministry account for each month subsequent to the
last meeting of the Campus Ministry Board. Expenditure
receipts shall be retained for a period of one year
in case further review by the Campus Ministry Board
is desired, especially in cases of personal reimbursement.
9.5 The Campus Ministry Board
shall assess its own effectiveness on a yearly basis.
ARTICLE X: Amendment of By-Laws
10.1 A two-thirds majority
is required for any change or addition to the Constitution.
10.2 The Campus Ministry Board
is to seek ratification of any changes or additions
to the Constitution by the Diocesan Director of Campus
Ministry and, if possible, by the Bishop of Erie.
